Introduction of the Responsibilities of the Safety, Hygiene, and Welfare Center

Upon the enactment of safety, hygiene and welfare centers' establishment plan by Iran's Ports and marine organization, Anzali Port also established port's safety, hygiene and welfare centers through seeking expert forces.

It was since 2006-2007 that central organization noticed management systems and made efforts to boost modern management status and to obtain international verified standards (from ISO) which consequently resulted in fundamental actions to obtain license for integrated management system (IMS) which included ISO 9001 (quality management), ISO 1400 (environmental management) and ISO 1800 (hygiene and safety management). Efforts in order to obtain IMS license have some advantages such as increased awareness of personnel, standardization of port activities, managing and controlling incidents in port complex, efforts documentation and etc. The above-mentioned efforts eventually resulted in obtaining the foresaid license in winter 2008. It should be noted that, after obtaining IMS license, in order to establish and boost the system and for more expert actions regarding safety, hygiene and environment, administration's supreme management made efforts to establish HSE management system. The starting point of the first phase of establishing HSE-MS begun in 2011 and ended in 2012; the second phase is under construction. Since a maximum number of port operations and activities are done by the companies of private department, by following up and encouraging these contractors, two companies have succeeded to obtain IMS license and other huge companies are also in primary and final stages of license obtaining.

HSE center of the administration includes two sections and colleague groups:

HSE staff and secretariat center, HSE executing and supervising center that consists of administration's experts and contractors, HSE colleague groups that are consisted of port affairs' experts in oil jetty and loading and unloading       department, experts of marine pollution, search and rescue experts, fire experts and experts in civil department.

Safety services related to HSE

Preserving labor force's health and safety is one of the most important and risky responsibilities. It is possible to take actions in order to achieve organizational efficiency and reduce costs resulted from incidents and to preserve human and financial capitals and resources by anticipations regarding the establishment of integrated management system with codified and efficient planning to increase health and safety index of personnel's working environment according to safety and occupational hygiene principles. Therefore, for the realization of the above mentioned fact and according to the broad executive activities in Iran's ports that obviously increase the probability of occupational incidents and illnesses, the necessity of recognizing the dangers and making efforts to reduce occupational incidents and illnesses had been considered among the goals and activities of the foresaid administration. The most important subjective axes of occupational hygiene activities in ports are as follow:

  1. Preparing sanitary and safety instructions and by-laws based on national and international standards.

  2. Recognizing, measuring and controlling physical and chemical harmful factors in ports.

  3. Providing executive techniques in order to increase ports' safety level by performing safety/audit, incident analyses and representing preventive techniques, boosting ports' hygiene and safety affairs' executive centers and occupational hygiene and technical protection committees

  4. Preparing and codifying executive and researching plans to boost hygiene indicators in port environment

  5. Preparing and codifying executive plans to boost safety index in port environment

  6. Holding instructing seminars and participating in intra, extra, national and international organizational courses, communities and safety and hygiene projects.

  7. Investigating, preparing and executing the required plans to boost and transmit hygiene and safety culture in ports.

  8. Communicating with domestic and foreign institutes of science, education and research in order to achieve the latest information about safety and hygiene of working environments.

  9. Presenting proper techniques and tools to boost marine and port workers' health.

  10. Continuous supervising and monitoring of the activities done by the executive centers of hygiene and safety affairs in ports.

  11. Preparing certificates and safety and hygiene standards of the various jobs of the organization.

  12. Applying, controlling and supervising on the obedience of ports' private department's activities from safety and hygiene regulations and preparing executive by-law and necessities of the foresaid regulations and announcing them to the related centers in order to mention in the contracts and agreements.

One of the most important responsibilities of HSE center of Ports and Marine Administration of Guilan Province is removing or reducing dangers and incidents to a reasonable amount. Therefore, the execution of the requirements of OHSAS 18001:2007 is one of the preferences of HSE center. The following actions will be done to achieve the foresaid fact:

Performing regular safety investigations on the equipment and operational areas in order to recognize danger points and to perform amending and preventive actions to boost the quality of safety indicators, optimizing and creating favorite conditions in working environment, preventing the probable incidents, reducing the costs and achieving credit and satisfaction of the customers

Preparing pictorial reports from the non-conformities existed in the active companies of the port and following up their solutions

Attending the incident scenes, performing investigations and preparing reports in order to record, analyzing the occurred incidents in the port and planning to perform amending and preventive actions

Creating expert work groups in order to present schemes, proposals and suggestions to boost the quality level, improving safety status and achieving HSE goals of the administration

Following up the holding process of HSE meetings with the presence of contractors and supervising on them to boost safety and hygiene levels of contractors' environments

 Recognizing the dangers and performing management and risk assessment in order to remove, reduce and control them

Following up to seek safety expert for the entire active companies of the port and supervising on their performance

Giving information and culture-building in HSE field by means of preparing and installing posters, safety signs, alarming tracts and brochures.

Following up the holding process of instructing courses and scientific seminars in HSE field appropriate to port activities

Preparing and distributing Material Safety Data Sheets

Preparing port's HSE manual

Preparing and codifying port activity related safety instructions and standard methods for announcing them to the contractors

Codifying assessment indicators of the contractors according to the standards of HSE to assess and control their performance

Preparing auditory check lists of safety management system according to OHSAS 18001: 2007 and performing the auditory based on the check list


Hygiene Services

General hygiene in ports:

As the origins of entry and exit of goods and passengers, ports have had such a specific importance that providing hygiene conditions in these places have a direct impact on the health of the society. Therefore, as the administrator of ports and territorial waters of Islamic Republic of Iran, Ports and Marine Organization in line with its supervising and ruling responsibilities, has had the responsibility of providing ports' hygiene conditions in its agenda and besides seeking related experts it controls the equipment, port areas and etc. 

The most important environmental and general hygiene factors in ports:

  1. Water hygiene: it includes sanitary control of tankers, resources, distribution network and water treatment systems

  2. Sanitary sewage disposal: it includes sanitary control of sewage collecting network, primary and advanced filtration and sanitary sewage disposal

  3. Sanitary waste material disposal management: it includes collecting, carrying and sanitary disposal of the waste materials.

  4. Houses' and public places' hygiene: it includes official places, organizations and public places such as mosques, gyms, education institutes, sanitary and welfare establishments and etc.

  5. Disease vectors' management: it includes the controlling of insects, rodents, stray dogs and other domestic sanitary pests

  6. Foods' hygiene and hygiene of the places where the foods are cooked and distributed: it includes supervising on the sanitary condition of dining halls, kitchens and the places where distribute foods (bakeries, stores and etc).

  7. Air hygiene: it includes pollutant evaluations and efforts to reduce the pollutants to a standard level.

  8. Providing general hygiene services: it includes individual hygiene services, public hygiene services, family hygiene services, mental hygiene services and etc. these services are provided by safety and hygiene centers. Treatment services are provided in the clinics established in the ports and etc.

In order to protect human capitals, prevent occupational diseases and influential execution of the requirements of OHSAS 18001-2007, HSE department of Ports and Marine Administration of Guilan Province performs the following actions:


Assessing and measuring harmful factors of working environments (physical, chemical factors and etc), making efforts to improve the condition of working environments, daily visiting of welfare places and places where foods and sanitary products are prepared and distributed such as restaurants, pantries, warehouses and etc.

Preparing and distributing sanitary instructions and topics in form of posters, brochures, and holding training seminars and courses in order to provide information and boost personnel's awareness in field of hygiene

Testing the chlorine level of drinking waters in different points of port in order to solve the existed non-conformities

Pesticide spraying, baiting, controlling termite and stray dogs in workshops and internal establishments, official sections and organizational houses

Following up periodical examinations of personnel and contractors in order to keep them healthy

Following up hygiene card preparation process for canteen and pantries' staff etc.

Cooperating with hygiene centers in the province and town in various sanitary fields



HSE related environmental services

In order to protect the environment and achieve stable development and respect to the standard requirements of ISO14001-2004 and national and international environmental rules and regulations, Ports and Marine Administration of Guilan Province has the following actions in hand:

Performing periodical auditing and environment investigation on public and private operating areas, maintaining operations, collection and transportation of     waste, water and sewage establishments, and following up to remove the existed non-conformities

Periodical sampling and measuring of the emission level of air and water pollutants: this includes bacterial and chemical assessment of drinking water, sewage and ponds and the assessment of environmental gases and dusts and the gases emitted from chimneys and assessing and investigating them according to the self-reported environmental pollution monitoring instructions and the related executive method.

Recognizing and assessing environmental aspects and results related to the current processes and following up to remove or reduce and control them

Preparing, codifying, reviewing and executing environmental executive instructions and methods according to the latest national and international standards

Preparing auditory checklists of environment management system based on ISO14001-2004 and performing the auditory according to the checklist

Becoming the member of environment expert committees, participating in them and having cooperation with them

Boosting environment protection knowledge and culture among personnel by means of holding training courses and seminars and transferring environment related messages and information

Following up and supervising the perfect execution of various production waste collection, transportation and disposal according to the national regulations and circulars communicated by the organization and internal instructions
