Safety and Firefighting Services

Department of Safety and Firefighting Services of Ports and Maritime Authority of Guilan Province (Anzali Port) is ready to provide services for clients by its experienced and efficient crew in two 24-hour working shifts and also performing preventive and supervising duties in the port areas. Regarding the importance of its assigned and defined duties and its preventive and training aim, this department has made efforts to reduce activities which might result in fire; on the other hand, by boosting its crew's scientific and operational level through holding theoretical courses and performing continuous exercises with various subjects, this department has been successful in achieving preparedness to response to any incident. As an active port in Caspian Sea with its capacities for loading, unloading, storage and transit of various goods such as oil products, wood, chemical substances, dangerous cargos and etc., Anzali Port enjoys a great importance in the region. Its high level of safety and security could encourage cargo owners to select this port for the transport of their goods. Thus, more awareness and accuracy is required in the supervision of port activities in order to achieve the foresaid goal. Safety and Firefighting Department of Anzali Port has had a good supervision in this filed through its optimal co-operation with other relevant departments in the Port Authority. Fire incidents have had a remarkable reduction comparing to the recent years as a result of this department's activities such as the exchange of the required information. Fire Department consists of a central station and a sub-station and is proud to provide services to all honored clients of the port.

Firefighting and Rescue Services

As you know, one of the main duties of the Department of Safety and Firefighting Services of Ports and Maritime Authority of Guilan Province is timely presence to control, extinguish and prevent the spread of fire incidents in the port areas; this important task is done by firefighting operational codes and specialized rescue code, which is equipped with the most advanced and latest equipment. It is worth mentioning that another service in this section is the presence of operational fire department teams of Ports and Maritime Authority of Guilan Province in fire incidents happening across the city; the team would be sent to the place where the incident is happing upon the call of Bandar-Anzali municipal fire department. The appreciations received from Bandar-Anzali mayors indicate the quality and the tangible presence of port's fire department.

Monitoring Fuel Delivery

One of the services provided by Department of Safety and Firefighting Services of Ports and Maritime Authority of Guilan Province is monitoring the fuel delivery to the ships and vessels berthed in this port. Therefore, the issuance of any fuel delivery license takes place with the coordination and supervision of port's Safety and Firefighting Services Department. It should be said that, from the very beginning of the entrance of fuel tanker to the port until the end of fueling, the whole procedure takes place under the supervision of Safety and Firefighting Services Department; the process would be stopped if any deficiency is seen in fuel delivery equipment or in the fuel tanker.

The above-mentioned services are provided after the following levels:

1.     Submit a written request to the Safety and Firefighting Services Department by the shipping company that owns the related vessel;

2.      Notifying the Safety and Firefighting Services Department by the guard at the entrance or the relevant representative when a fuel tanker is present;

3.     Fuel tanker escort by fire truck from the entry door to the side of the related vessel;

4.     Performing preliminary actions while observing all the safety precautions; then start refueling operations.

The issuance of hot work permit:

Due to the high risk of performing hot works in the port which is as the result of the existence of vessels across the berths and also damageable cargos in port areas, the entire hot works such as welding, cutting, tarring and etc. shall be performed with the coordination of the Safety and Firefighting Services Department and following the license issuance by this department; the licenses for hot works in vessels are different from those of land. These licenses include the date and the duration of the license, the place where hot works will be performed, the name of the relevant company and also the specifications of the company that performs the hot works. The required license would be issued upon the visit of the hot work area by the safety experts of the Safety and Firefighting Services Department. Personnel of the Safety and Firefighting Services Department will be present in the area from the very beginning until the end of the works, if required. If any hot work activity takes place without the permission of security guards, the related devises would be seized.

The above-mentioned services are provided after the following levels:

1.     Submit a written request to the Safety and Firefighting Services Department by the related shipping company;

2.     Safety and fire prevention expert's visit from the hot work site to complete the permit form and also to predict the risk of the site in order to continuous presence of the firefighter on site;

3.     Issuing the relevant license to start the hot work.

Washing the port areas

Another service provided by the Department of Safety and Firefighting Services of Ports and Maritime Authority of Guilan Province is washing the port areas. This is done at the request of the companies operating in the port and following the consent of the fire expert. However, after providing these services, the relevant invoice will be issued based on the tariff approved by the organization and the service fee will be charged by the relevant company. It is clear that the washing of other areas that are not under the authority of the companies is done after the coordination of the officials of the relevant departments with the expert in charge of the Safety and Firefighting Services Department.

The above-mentioned services are provided after the following levels:

1.     Submit a written request to the expert in charge of fire and safety services;

2.     Visiting and examining the relevant expert from the desired location;

3.      Sending the relevant teams to do the washing work.

Discharging Ship Wastes

Due to the high importance of environmental protection and prevention of pollution of seawater according to the international convention on oil pollution (OPRC) of the International Maritime Organization and the need for proper implementation and observance of environmental principles, another service provided by the Department of Safety and Firefighting Services of Ports and Maritime Authority of Guilan Province is discharging the oil wastes of the vessels that berth in the port. This operation will be carried out after sending a written request to the Marine Pollution Response Department and following its approval and referral to the Safety and Firefighting Services Department. After completing the relevant steps, the special vehicle for transporting oil waste goes to the ship and receives the waste, and finally the waste is transferred to the port treatment plant. It is worth mentioning that if the equipment is incomplete or the waste leaks, the Safety and Firefighting Services Department will stop the operation. 

The above-mentioned services are provided after the following levels:

1.     Submit a written request to the Marine Pollution Response Department including the determination of the probable amount of the waste

2.     The presentation of the written request verified by the Marine Pollution Response Department to the Safety and Firefighting Services Department;

3.     The visit of the related experts from oil waste discharge equipment and the related area;

4.     Dispatching oil waste carrier to the ship in question;

5.     Transporting the discharged waste to the port treatment plant.

Medical services

Another service provided by the Department of Safety and Firefighting Services of Ports and Maritime Authority of Guilan Province is medical and first aid services. If a person suffers from an injury or illness in port areas or vessels located in the anchorage and berths, an ambulance and a paramedic will be dispatched to the scene immediately after being notified by the port fire control and coordination center. If necessary, the person is transferred to one of the medical centers for further measures. It is worth mentioning that in all the operations that firefighting teams are sent, the ambulance and the paramedic are also sent to the site and stay there until the end of the operation, so that if necessary, they can provide medical services or transfer the injured to the medical centers.
